'Scalloped' tyres - what's the cure?

I am advised by my Volkswagen dealer that the rear tyres on my Passat Estate are scalloped on the inner edge. This is apparently a know problem with the car which Volkswagen seems not to acknowledge and for which there is no fix. Have others reported this problem and what steps can be taken to persuade Volkswagen to deal with it?

Don't straddle speed cushions because the chamfered edges abrade the inner shoulders of the tyres. But if that isn't the cause the reason might be a failed rear brake pressure compensator valve causing imperceptible rear wheel lock ups the rip up the tyres. That's fairly common on Sciroccos.
