My HID headlights don't seem to self-level

I'd appreciate your advice - I bought a new Mercedes-Benz C220CDI Sport Estate just over a year ago. The 'Intelligent Lighting' has never seemed to be properly aligned, being too high, and from the start I was obviously dazzling other road users.

It has been back to the dealer two or three times, the last time they said it had been adjusted to the maximum, and that in the opinion of the Service Manager 'it would pass an MoT'. I am not satisfied, can I obtain an independent report from somewhere and force MB to rectify it? Otherwise I'm very pleased with the car.

Take it to an MoT station. Obviously if it does not pass you will haver a fail certificate to show the MB dealer you bought it from.
