Fitting xenon headlights - legal?

Most car makers offer xenon headlights as options for several hundred pounds. They do come with other gizmos e.g. turning, self levelling etc.. However one can now buy at reputable high street car part suppliers xenon bulbs for a fraction more than standard halogen bulbs. Is this a reasonable option, or are there hidden problems?

Strictly speaking they are illegal because they do not self-dip as required by the relevant EC Directive and, of course, if they dazzle other drivers you can be held directly liable.
