Speed ratings for full size spare wheels

I've just bought a new Ford Focus. Good car, but as I live in a remote area where roads are tricky, I opted for a full-size spare wheel (steel) as a replacement for the standard mini-wheel (at a price, of course).

On delivery, I have discovered that the full-size wheel has the same 80kmh/50mph speed restriction as the mini-wheel. No mention of this in the Ford sales brochure and the dealers are stumped.

Tried asking Ford and they say it's a full-size spare wheel matey, what did you expect?

Is this a common trend amongst manufacturers, or just a Ford thing?

They do that to be on the safe side because the wheel and tyre is not precisely the same as the other wheels and tyres.
