Why is a Citroen dealer saying that a status check on a car I want to buy is mandatory?

I just tried to buy a used car from a main Citroen dealer, but the salesman told me the price included a £99 charge for a status check and he could not sell me the car without it. I thought that a check was done on a car before a garage bought it. Why then should the customer be expected to pay again at an inflated price? Can you clarify this matter for me?

Tell him you refuse to pay it because a status check is only of value to you and is only guaranteed to you if you commission it and pay for it yourself through HPI directly. And it won’t cost you £99.
