Why did the police close the M4 for nearly five hours due to concerns "for a man's welfare"?

Recently on my way to work I, like thousands of other commuters, was held up on the M4 motorway for nearly five hours, due to “fear for a man's welfare”. The traffic was halted at 7.40am and released at 12.25pm. The minor roads were also severely congested as a result of this incident. This was not on my side of the motorway, but the police stopped both carriageways, which meant misery for thousands more commuters than necessary. Isn’t it about time the traffic advisory boards and the highways agency had some kind of strategy that was a bit more sensible? Road users seem to solely rely on telephone messages from listeners and not from the authorities, for example, the highways agency or police.

In this case the road was closed because a deranged person was running around in it. I don't really see any alternative other than to allow the nutter to be hamburgered by a 44 tonne truck. That in itself would have then closed the motorway while the 'crime scene' was investigated.
