Graduated person

Our daughter is a 21-year-old student in Manchester. She passed her test 2 years ago and also carried out and passed the advanced motorway driving test in the UK. She now has a placement in Welwyn Garden City and needs a car, which we have agreed to for her 21st birthday. What small cars do you consider tick most of the relevant boxes. i.e. insurance, congestion, fuel consumption and of course Safety? Your help would be much appreciated. (We as parents live in Spain.)
