Paper shock

Last week I went to Tesco for a newspaper. As it was only a paper I went for I parked in a disabled parking space and ran in, I was only a few minutes And when I got back I had received a parking ticket demanding £70 to be paid in by 2weeks. It was issued by a third party security firm in Birmingham. Do I need to pay this?

It's a penalty for breach of contract, not a fine. Whether you are held to be in breach of contract depends on how well you were aware of the terms of the contract. But in this case, if you let the matter go to court, I think you would lose because you were aware that you are not disabled and that you parked in a disabled person's spot.
