Taxi meter

Surely it is possible in these days of Big Brother to tax vehicles, not on engine size, but on their individual mileages done per annum? We are pensioners requiring separate transportation, living in a secluded location and needing 4x4 capability, so the answer is fairly ancient
Subarus, which we love and are totally reliable. We are not interested in scrappage schemes, but feel that we are penalised unrealistically, while emphasis remains on engine size rather than amount of usage. After all, ones carbon footprint is not only the potential harm of the engine due to volumetric considerations, but also the actual amount of use.

The tax system is designed to comply with EC emissions legislation. You are taxed three times. Once on the emissions of the car. Once on the fuel you use (currently 56p a litre). Then you are charged 17.5% VAT on both the fuel and the fuel tax. So by far the greater tax is already on the fuel.
