My 03 VW Passat resently suffered some from being immersed in about 3. Ft of river water,the insurance have offered me a settlement (very Low) but asked if I would like to buy it back from them? What would be the worst case cenario for repairs? engine turns but would start.

Does the offer that the insurance company cover the replacement of a car similar in age, mileage and condition of your car? If not get on to auto trader get values of how much it is to replace your car with one similar and go back to them.
From what you describe I think it will cost a few quid to repair your car, as there are electrical components stored in the floor panel. Somebody more knowledgeable them me will be able to advise better.

My brother-in-law had a water leak into his 01 Passat TDI 130 (the infamous pollen filter drain blockage) and even that "took out" a £300 ECU controlling the alarm system.
With modern car electronics, you could be looking at all manner of horrors if its been properly submerged.

A few years back I drove a Citreon ZX most of the way through a very deep puddle.
The bill wasn't far short of £2000 to put everything right and that was payign trade labour rates, £25 to 30 an hour. Unless its a very recent car then its not worth it, your buill will be at least £4k

I'm surprised they haven't classed it as a Cat-B write off. Most flood damaged cars are.

I wouldn't touch it with a bargepole - random electrical problems forever. Even worse it it was salt water.

Flood-damaged cars are everywhere at the mo; but just forget it; even the grubby end of the trade won't tackle a flooded late car.
The damage is pervasive - the cosmetics are easy; it's the electronics and wiring that can't be fixed. Price up engine, ABS and airbag ECUs; convenience module, 4 door modules, new dashpod, all the switchgear, dealer coding and a main wiring harness.....
The engine and transmission will be full of fine grit too. Flood water isn't clean - often contains sewage too.
