I bought a Mazda 323 last week, its 99 V plate and back arches have a sign of rust. Is there anyway of stopping this rust besides getting the arches re-sprayed?

You can buy rust-killer gell from Halfords for a few pounds. It reacts with the rust to make an inert compound.
It makes the rust go a very noticeable dark-blue colour though.

If the rust has come from the inside out (ie, the underside of the wheelarch) then no amount of rust killer treatment will cure this as all you're doing is treating the rust you can see. Underneath it'll still be breading away. If this is the case, then all the rust killer will do is delay the time it takes to rot away into holes.

MazMan, my 323 has exactly the same problem which is very disappointing in view of how reliable the car has been since new (2002) and over 70k on th clock. Both inside arches are rusting and now I see that the paint is bubbling on the external arches. I was thinking about getting the affected areas professionally resprayed unless someone who knows better than me here tells me it's not worth it (I intend to keep the car for at least 2 years)

If rust is coming from inside a panel then the only way forward is to get wax inside the area to treat the problem. I have restored cars in the past and tried many 'rust killers' but with only limited success. Por 15 paint which is very thin and can be obtained in a clear version will not allow rust to get through, this product does work and is the best product to use. It is however a bit expensive.

bit late now, should have been done within three years of being made.
I find Supertrol better for areas like arches as it is better at seeking the seams and slowing down rust. Apply from inside of course( take trim out) I made an Escort last 14 years like that, and still OK when sold)
Most cars are scrapped before rust shows now from just being old and out of date i.e about 10 years max.- My Fraud Mondy has 12 year body warranty- they know nobody will have it by then!

I'll take it to a body repair garage and I'll see how much the quote me, if its something sensible then I'll might get it down professionally. I want to keep the car for next couple of years at least!

MazMan, let us know what you're quoted. Incidentally, check behind the rear number plate where rust is also appearing on my 5 year old 323
