If a vehicle is parked on a road with a 'no loading' restriction, how long does the traffic warden have to wait before ticketing the vehicle?

Earlier this morning I watched - outside my house - a Southwark traffic warden drive up, jump out of the car, and be back in his car within ninety seconds - ticket on the vehicle.

After the series of television programmes on illicit ticketing, I recall Westminster saying that a traffic warden had to stand by a vehicle for 5 minutes before starting to write the ticket. Perhaps I need to be less blasé about having the car standing outside when I load up.

I think the 5 minute waiting might just be a guidline, Traffic wardens these days usually see a vehicle parked illegally and book it straight away, I got done on an empty side street after 20 seconds, the time on the electronic ticket even stated it. My own fault i suppose. With so many parking attendents now 3rd party companies they'll do you for anything.

Perhaps it was his second time past, and he'd already noted asn earlier time the car had been there from?

I asked this question a couple of weeks ago and the consensus seemed to be "as fast as their pudgy little fingers can get the ticket written and onto your windscreen"

Couple of dated references from my notes:

[1] The relevant Order should always be checked to see the precise form of the exemption relative to unloading.

[2] The Prosecution need not show that the driver's conduct in parking did not fall within any of the exemptions, such as unloading. It is up to the driver to establish that the waiting was for a permitted purpose {Funnell v Johnson [1962])

This kind of thing really annoys me. On tuesday i got a ticket on my car for bein parked in a loading bay at 8.35am.. I was unloading!! When i questioned the warden he said i had only 10mins to unload! I told him that if he could unload my car in 10mins i would love to see him try it!! Anyway, rang council, they sorted it and said this particluar warden was very over zelous (if thats the right term) and they would be looking into his future employment!! Haha... Didnt see him hanging around today...........

They looked into his employment alright... they probably made him a supervisor, that's why you didn't see him!
