What is it with the TV adverts about newstyle V5S?
A few months ago I was sent one for my motorbike , now on checking I find I havent had 1 for my car so I assume I will have to send it off to get a new updated one . Surely they know what has been issued, so why not just issue the remainder or is there something sinister behind it or just typical government incompetence?

I think it's the usual case of a government department changing things, then if it all goes wrong, blame the last person in the line.

The issue of new V5s was triggered by the use of the Vehicle licence application/SORN Declaration (V11) form.
If you used another method, ie V5 and the form you get in the post office, the issue of the new V5 form was not triggered.
One might argue this was daft, all they had to do was go through their V5 records, but they didn't. Perhaps they wanted a lazy way of time staggering, I don't know.
Anyway, the re-issue period has been extended.

Nothing sinister, just combining a database cleanse with the issue of a new, more sophisticated V% document that's recognised accross the EC.

As Sliding Pillar says issue of the new doc was triggered by use of the tax disc renewal form. They know you've had that and produced it at the PO to be scanned, so they've verified your address. Some people will slip through the net for a variety of reasons. TV campaign sweeps them up.

The roll-out is definately working. Mine was issued shortly after Taxation at the end of last August, and my parents' cars have been given their new V5s since.
I don't see the point of complaining about not getting one yet. Even if there was a huge governmental cock-up, you've still got the old V5!

Despite reading the notes I cannot find a way of informing the DVLA that I have not received a new CERT without sending the old one.
(The old one is with car, temporarily abroad, not due back until September). Can any body else advise if this covered in the notes?
PS the vehicle is taxed and was last taxed using the old V5 on 29/4/2005
