I've received a parking ticket - what is a 'special enforcement area'?

I have received a parking ticket advising contravention of Code 27. It states that I parked in a special enforcement area adjacent to a dropped footway. Does anyone know what a special enforcement area is? I have parked for at least two years (intermittently) outside these premises without a problem.

As far as I know the only defence to this is if the vehicle is actually registered to the address that the dropped footway is the entrance to.
