Seller didn't provide me with the first page of the V5 - what do I do?

I bought a car but I only have the new keeper supplement and the seller didn't provide me with first page of the V5. He said he would drop it off tomorrow, so in good faith I said okay, but now he's not even answering my texts. Am I in trouble and have I lost my money?

I don't know why he has done this, but it leaves you to use Form V62 to register the car in your name and, of course, tax it, otherwise you can't use it.
