Steering problems with Ford Mondeo - who's at fault?

The steering rack on my 2008 Ford Mondeo - with 60k on the clock - has failed. There are filings in the steering fluid and my local garage think the steering rack is disintegrating from within and have recommended brand new rack, pump, pipes and fluid at a cost of £2000. Is this normal?

No, but the car is more than 7 years old so way out of any warranty or any liability. If you want to cut costs you could chance replacing it with a 2nd hand steering rack from an identical Mondeo. The problem was probably caused by moisture getting into the PAS fluid.
