Fan keeps coming on after a crash in our Volkswagen Caddy?

My husband was involved in a crash (his fault) in his Volkwagen Caddy Van (2009 model, done approx. 30,000 miles). During its repair we were told that the fan kept coming on even when the ignition was off.

This had never happened before but we were told that it would cost us at least £600 to replace the throttle body. We believe it was either caused by the accident or during the repair stage, but the garage is telling us it's general wear and tear so we need to cough up the cash.

The fan has nothing whatsoever to do with the throttle body. It is switched on and off by a heat sensor/sender screwed into the water jacket of the engine block. The damage must have caused a crossed wire that switched the fan on.
