Do I have a right to reject a used car that was bought under a PCP agreement?

You have as much right to reject a car bought on a PCP as you do one bought for cash. But that assumes your reason for rejection is that the car is "not of satisfactory quality". Law here: www.honestjohn.co.uk/faq/consumer-rights/
