How can I get my HGV licence at 19 years of age?

I want to apply for my HGV licence and have used this link to gather some information about what I can and can't do. I'm nearly 19 and got my licence before 10 Sept 2009. Do I have to get a Class C licence first or do I have to get a Class C, then a C1 and then a C1+E? From what I can gather from that link, a lot of it depends on that CPC periodic training. Are there any lorry drivers, instructors, DSA employees or anyone who can tell me what the deal is in a crystal clear way?
