Why didn't this dealer provide RAC membership with a car he sold, as promised?

My daughter recently bought a car from a dealer. At the same time she paid for RAC breakdown cover. About six weeks later the car lights were left on and the battery flattened. My daughter called the RAC only to be told they had no record of her membership. She chased the dealer to find out what had happened and one of their staff said something to the effect that this often happens. It sounds like a scam to me and I am very tempted to go to the local Trading Standards. I am relieved that the problem arose while she was visiting friends and not on the hard shoulder of a motorway in the dead of night. Do you have any advice please or anything to say in defence of the dealer? Apart from this, buying the car was a relatively pleasant experience.

Nothing in defence, but I renewed my AA cover for two years eight weeks ago and am still waiting for the card. I have a number and that covers me, but not the card.
