Should daytime running lights have been fitted to my new Peugeot 207 SW?

On taking delivery in June of a new Peugeot 207 SW manufactured in May 2013, I was surprised to discover that daytime running lights were not fitted, which I understood was mandatory on all new vehicles as per a European Commission Directive from August 2012. The local dealership insists that this is not a requirement as the 207 series was introduced prior to the Directive, irrespective of the handbook stating that DRLs are fitted on some vehicles according to country. Your comments and direction to follow would be appreciated.

As you have been told. They only had to be fitted on new models introduced from that date, not existing models built after that date.
