Should my daughter re-register and re-insure her car at her new address?

My daughter is moving to a flat in London. She will have to park her car on the street where you are required to purchase a parking permit. Her car was bought new and registered in her hometown in North Yorkshire. Will she have to change the address on the car's registration certificate to her new London address to get the permit, and if the answer is yes how does she go about it? What happens if she will move again to another address in London?

If she will be 'resident' at the London address for some time (more than a few months), then yes, she will have to re-register the car to the new address. The V5C registration document and accompanying notes tell her how to do this. She will also need to re-insure it to the London address and disclose that it will be kept on a London street.
