Is it legal to disregard driving regulations in a private car park?

For two weeks I have seen the same person drive the wrong way around a local supermarket car park. Anyone can make a mistake so as I walked past I asked if he realised that it was one way. His astonishing reply was “yes I know and I don't care, the normal rules don't apply in here.” Apart from my concern that I am sharing the road with such an idiot what is the position on what is clearly private land?

He is 'driving without due consideration for other road users in a public place'. Doesn't matter that it is privately owned. It is still a public place.
