Must I travel from Scotland to Norwich to attend a Speed Awareness Course?

I am to be prosecuted for speeding at 36mph in a 30mph limit in Norwich, while I was on holiday from Inverness. Norwich County Council have offered me a course in the National Speed Awareness Scheme for £70, whereby I would not receive penalty points. But it turns out that it is not a national scheme at all. It is not available anywhere at all in Scotland. This seems grossly unfair. Do I have any redress?

It's no surprise - English law is separate to Scottish law. National in this instance means England, rather than Great Britain. There are many instances of legal anomalies between England and Scotland and this is just one. There's not much you can do about it. The expense and hassle of travelling from Inverness to Norwich for the course seems extreme for three points, but you may decide that that it's worth it in the long run. Is it possible to arrange something further north? Newcastle for instance? Still a long way to go, but easier to get to than Norwich.
