Volkswagen Golf takes 15 attempts to start - what's wrong?

I own a 2010 Volkswagen Golf 1.6 Bluemotion. The car turns over and starts, but then only runs for five seconds before stopping. I will then have to turn it over 15 times before it starts again. What’s going on?

Probably a blocked fuel filter, blocked with emulsified diesel due to the high moisture content in biodiesel and the low temperatures. Eventually, when it warms up, the emulsion melts.
