Paying second year rate tax in first year?

I am buying a car that qualified for £0 car tax in its 1st year. I will be the second owner within the 1st year, the car is 3 months old. I have been told by the garage that I must pay for tax now, not as I expected, for the second year. I would be grateful for any information on this?

This is a bit strange. If the car qualified for its first year tax free there would be no benefit to anyone to 'cash in' the tax disc before the year was out. But if they have lost it and want to tax the car for a year from 3 months old, then the tax applicable would be the 2nd year tax rate.
