My daughter's 2006 Fiat Panda has developed a power steering fault at just 19,000 miles - why?

Based on excellent reviews, I encouraged my young daughter to buy a 2006 Fiat Panda and up to now she has been very pleased with it. It has now done just 19,000 miles. A problem has now occurred with the EPAS light being intermittently displayed and a lot of noise coming, apparently, from the steering. My initial enquiries indicate that to remedy the fault will cost something between £600 and £1200, which seems extortionate given the value of the car. My local Fiat dealer has said that despite the low mileage such problems often occur. Given the mileage I would have thought that such a major item as the steering should last longer and that at the very least Fiat should replace the parts?

It's because the power steering is actually an electric motor operating directly on the steering column. If the driver holds the steering on full lock, it burns out the electric motor. I have the same system on my 2008 500 and it's also the same on the old model Vauxhall Meriva that has been the subject of many similar complaints. It's got nothing to do with "low mileage" and everything to do with the way the steering has been used.
