Why are some car headlights so bright?

Is it just me or have you and your correspondents noticed how bright some vehicle lights are? I think it may be time to revisit the motor vehicle construction and use laws in this regard. I believe, but may be wrong, that the laws refer to wattage of side, head, tail and brake lights, and as they were devised when tungsten bulbs were all that was available, they are rendered a pretty useless arrangement with the arrival of Xenon and neon bulbs.

The main problem is that HID Xenons have to have automatic self-levelling mechanisms, by EC law. But these mechanisms can be very slow to react, or fail altogether, and cost up to £1200 a side to replace. That's why you're being dazzled.
