Why don't the automatic headlights in my Freelander 2 come on in fog?

I write to alert readers to potential unintended consequences of using headlights on auto setting. Such a facility is fitted to my Freelander 2 and I leave it on that setting most of the time. However, I was somewhat surprised last week, in the densest fog seen for several years, to note that the lights remained resolutely off. I noticed this very soon and over-rode it, but passed three or four unlit vehicles in the opposite direction, all Land Rovers or Range Rovers, which set me wondering whether they had the same set-up and had not noticed. Given that the rear foglights only work with the headlights on, were the lights to self-extinguish in mid journey, the potential danger would increase. My tactic now is to avoid that setting altogether.

Of course they remain off in fog. They are light sensitive, not fog sensitive.
