Why is my road tax so high?

I recently purchased a 2010 Volkswagen Urban Fox 1.3, could you explain why the road fund licence is so high at £170 per year?

I had assumed that being a newish vehicle it would be considerably less than the £120 of my 1999 Rover 214.

The tax is related to the CO2 emissions of the engine, which are stated on the V5C registration document. The Volkswagen Fox has quite an old engine design. The emissions must be Band G between 151 - 165g/km CO2.
