EU winter tyre grading system - how does it work?

I have just purchased a set of Vredestein Wintrac 4 Extreme tyres for use on a Kia Sportage. This was the first time I have come across the new EU tyre labels and I was not surprised to see that, for a winter tyre, the fuel efficiency rating was only an E with two black bars for noise, but I was surprised to see that the wet weather braking performance was also only an E. The suppliers (Tyremen - prompt delivery of tyres and wheels) say that many winter tyres get a poor grading as the tests are carried out when the weather is warm. I find the grading system to be confusing.
