What could be causing what feels like a wheel imbalance on our 2006 Renault Clio?

I bought a 1149cc 2006 Renault Clio Extreme two years ago with only 11,500 miles, and in the main really like the car. However, a problem developed after owning it for four months and the garage we bought it from did not want to know. The car suffers with what I can only describe as a wheel imbalance. However we have had the wheels rebalanced and tracked a number of times. The imbalance has improved but not gone completely. Also the steering feels odd in that when turning it always feels as though it is trying to pull it back against me, to a straight position. We have thought of selling the car but if we could solve this problem we would prefer to keep it, however we are reluctant to start spending aimlessly. What do you advise?

Swap the wheels around back onto the front. This solved an identical problem with a RenaultSport Clio. It might solve yours.
