Buying a Group one or two insurance car to be used by young drivers

We have three young drivers (two female and one male) in our family, age 22, 20 and almost 17. We are looking for a safe and reliable car for short journeys around London, ideally group one or two insurance.

We have looked at the usual makes/models however the insurance group indicated by websites or garages does not match the insurance company records and therefore the cost of insurance quotes ends up as being really high.

Are there any particular models/years you would recommend, based on say the Yaris, Ka, Fiesta, or any others? This is made even more difficult at the moment due to the equality changes about to affect premiums.
