APCOA – PCN - City Council Parking Ticket

I have as the owner been served with the above notice with a demand for the full amount £50 as it was not paid within 14 days.

Reason - Not displaying a valid ticket, Time of Contravention – 19:09pm.

Since I never use the car park in question and the car is used by family members, who remember parking there but did pay (£2) and display and definitely did not see a parking notice attached to the windscreen. As this occurred over a month ago, the parking ticket was disposed of on the same day. Please help and advise us on how we stand.

This is not covered by the new law that came into force on 1st October, so as keeper you are not compelled to reveal who was driving the car at the time and you are not legally liable. They could sue you for a parking charge in a civil court, but only won 24 cases out of 550,000 unpaid parking charges last year.
