Can I appeal a parking fine when I didn't actual park?

I parked in a car park with a pay machine. Due to there being two coins jammed in the pay slot, which I and another driver were unable to free, I left and went to another car park. I was photographed going in and going out, 11 minutes 54 seconds. The parking company have rejected my appeal. Is it worth going to an independent arbitrator.

We would suggest taking your appeal to the next stage. There is no guarantee of success, but you made an attempt to pay for parking and were unable to do so which we think is reasonable grounds for the ticket to be overturned.
