Strange horn fault on a Berlingo

I have owned my 03 Berlingo HDi from new, now done 125000 miles. The horn works with the ignition off perfectly, but will not work with the ignition on! Clearly an MOT failure but my garage - an independent Citroen Specialist cannot find a reason. Any ideas?

If the fault cannot be found in the ignition switch wiring then it may be in the steering wheel which will mean dismantling the airbag. This is dangerous so should be cone by a dealer or an airbag specialist such as: www.airbagman.co.uk/default.htm
