Can the authorities in any EC licence have penalty points added to my Guernsey licence?

I read in your column a reference to the Dutch police 'pushing for penalty points' (on a UK licence). Can they really do that? I am a resident of Guernsey, and as such have a Guernsey driving licence. Here we don't have the penalty points system - just a simple fine, or, if it's really bad, a period of disqualification. So I have been driving regularly in the UK thinking that all they can do is fine me, and not 'dock' my licence.

Authorities in any EC country now demand points on UK licences, but you need to check about a Channel Islands or Isle of Man licence. You can be pursued through the UK courts for any 'offence' in any other EU country, whether you have had the chance to defend yourself or not. You may not even be aware that what you did was an offence in that country
