While it may not be illegal to purchase security spikes such as these, the use of them on your property may well be illegal. The Occupiers' Liability Act of 1957 states that occupiers must ensure that anyone that enters their property is safe, even if they have criminal intentions, so an injury caused by these spikes could leave you open to legal action.
