Does the £40k expensive car supplement include discounts?

As a Navy veteran I had a discount of £11k on a new Suzuki Across. Surely the 'expensive car' VED ought not to apply?

The Expensive Car Supplement is based on the official list price of the vehicle plus options, so is calculated before any discounts are applied and is essentially unrelated to the price the purchaser pays.
