Why don't EV public chargers incorporate parking fees in the overall charge?

Why don't EV public chargers incorporate parking fees in the overall charge? It's bad enough negotiating all the different EV charger companies without having to read all the different 'small print' of different parking companies.

Car parks are generally happy to take money from you whenever they can, so it's not a surprise that they do not include the cost of the parking when charging your car. The chargers are usually provided by a third party so the majority of the fee for charging will go to the provider rather than the car park.
