Are there any guidelines about how much someone should drive to maintain their competence?

My 24 year old son has had a licence since he was 18. He has never driven a lot although I have no doubts about his competence. He is not likely to need a car for the foreseeable future. Are there any guidelines about how much he should drive to maintain his competence?

It is difficult to estimate how an individual's competence behind the wheel will fall away over time, but it is inevitable that the longer he goes between getting behind the wheel, the less likely he is to be up to speed. If he is unlikely to need to drive any time soon, rather than making him drive on a regular basis a refresher course with a driving instructor before he needs to start driving again may be a better option to ensure bad habits do not creep in.
