Tyres Ford Ka

My girlfriend (not a good start) had the 2 front tyres changed on her 04 plate base model Ka a few months ago.

Whilst she was at the Ford garage getting a quote for the heater to be fixed (functioning perfectly- just at 145F whatever the temperature setting) the mechanic pointed out that the rears were 165/65 R13's and the fronts were 165/70 R13's.

I'd noticed this myself when I was checking the pressures, but assumed a professional wouldn't put the wrong tyres on. Now I'm getting constant earache about "going down there and sorting those idiots out" so before I go making a prat of myself, is the garage legally obliged to swap the 2 tyres or the recommended ones and are the current ones dangerous in any way, shape or form?

Also, the Ford garage wanted £275 to sort out the heater- unsurprisingly BOTH the chip behind the dashboard AND the valve under the bonnet needing changing. However, when my girlfriend said she'd give it a miss they charged her £28 (reduced to £19 after some harsh words) for the privilege of getting a quote. Firstly, is this a fair price and secondly are they right to charge for quote without saying so beforehand?

If the fitter doesn't have 165/65 R13s he will fit 165/70 R13s. Garages charge for time.
