Can I appeal against this penalty charge?

I have been issued penalty charge notice and I want to appeal.

I reversed the car partially out of our driveway and discovered that the rear tyre was stiff. I went to check only to see that the back passenger side tyre was flat.

I had problems getting out the spare from under the car, where it is kept.

I went into the house to get a spanner to help me unscrew the tyre. This all happened within two minutes.

I later got a fine from the post. Do I have grounds to appeal?

Yes, because you suffered a breakdown which is the only reason your car was stuck where it was. Appeal on that basis.
