Does he new BMW Active Tourer M Sport has tyre pressure monitoring fitted as standard?

Yes it does. Since 2014 it has been a legal requirement for all cars sold in the EU (and for now in the UK) since 2014 to be fitted with a tyre pressure monitoring feature. Every new car comes with this, so you might not find it in the specifications list.
