Ticket machine not working in car park - am I entitled to a cash refund?

The ticket machine wasn't working at my local car park and when I phoned the car park operator's helpline I could barely understand the instructions. I got frustrated and gave up and emailed them, outlining what happened and saying they had better not send me a fine.

The problem is that a refund would only be issued as a voucher for future use of the car park. Is that legal? I paid cash and want a refund of my money as I hardly ever use the car park. I know it's not a big deal and not a huge amount of money but would like to know...

I suspect that if the terms and conditions state that the refund is in the form of the voucher then they won't give cash but it's worth complaining to customer service and asking for a cash refund as they may back down. You could try asking your local Citizens Advice Bureau too for free legal advice.
