Tarry waits

I recently asked the DfT for the legal definition of the terms "parking" and “waiting" and the surprising reply from their Traffic Management Division is that these two terms are not defined in legislation. How, then, can motorists be certain whether or not they are complying with the law and how can court action be taken against them for breaches of parking or waiting restrictions? Can you help?

Waiting is sitting in a car stationary waiting. Parking is leaving the car parked.
