Why does my car windscreen mist up even with the air con switched on?

I have a Volkswagen Polo. It's always been a bit 'misty' but over recent months it has got really bad. This morning during my 45-minute journey to work it just didn't clear. It's outside and inside. I've got the air con on windscreen mode and I'm freezing so I know its working. Any thoughts?

It could be a blocked and probably sodden-wet cabin pollen filter, possibly because the bulkhead vent well drains are blocked, possibly because the cabin pollen filter cover or seal has failed.
