Nissan Micra 1.3 1994

I just got this car for the model's economy and reliability - it seems fine other than a reluctance to rev at around 2500rpm under a little load. The fuel consumption is also higher than I expected, low to mid 30's and there is a black sooty deposit on the inside of the tail pipe. What should I do to cure it?

This is a 17 year old car that was originally built to last 6 or 7 years. It isn't worth spending money on.
