I have heard that all cars built before 31st August must be sold by that date - is this right?

I have heard that all cars built before 31st August must be sold/registered by that date. Does that mean there will be lots of pre-reg bargains, please?

Not quite true. All cars emissions tested to the old NEDC standard have to be registered by 31st August; but all cars tested to EU6d TEMP / WLTP can be sold before or after 1st September. There are already a lot of pre-reg about because if NEDC cars are not registered before 1 September 2018 they have to be scrapped..
