Decided yesterday to have another root around under the bonnet to try and find why my car isnt idling very smoothly, and i took the air filter box out, to look properly at my timing belt and i found this>

I take it im right in presuming this needs replacing ASAP? also, could this be whats causing the car to not idle smoothly/rich smell out of exhaust? and the tappet style noise ive been hearing?
